CONSTITUTION:The pedestal level of a TV video signal is clamped by a clamp circuit 8 and is applied to a comparing circuit 10. The horizontal synchronizing signal separated from the video signal is counted by a counter 6, and a reset pulse PR, a gate pulse GR in the time of a line RI, and a gate pulse GD in the time of character information are outputted from a pulse forming circuit 7 before the start of the clock line IR. The video signal is gated in a gate circuit 11 by this pulse GR to output a burst line SRI from a synchronizing amplifier 12. An intermediate value of positive and negative peak values of the line IR of the character information signal is detected by a positive and negative peak detector 13 and is held in a holding circuit 14 and is applied to the circuit 10 as a threshold voltage, thus extracting data.
