PURPOSE:To detect an abnormal voting phenomenon, by classifying a voting application data into each group number, comparing and disriminating a difference data of 2 time points each claculated by a prescribed period, and raising an alarm when said value has exceeded a constant value. CONSTITUTION:When a processing device 2 has received a voting application data from a ticket selling machine 1, it is classfied ino each group number and is stored in a file device 3. In this case, a timer 4 generates a pulse signal P at every prescribed period, and the device 2 counts a difference data of 2 time points in the device 3 whenever the signal P is generated, and stores it in a file 6. After the sale has been closed, the device 2 fetches the difference data in the file 6 and a table 7 at every signal P, and sends it to a comparing circuit 8. This circuit 8 compares the difference data, sends it to a discriminating circuit 9, and when the compared difference data has exceeded a decision value which has been made a reference in advance, the circuit 9 sends an alarm signal o a display part 10, and an alarm data is displayed.
