CONSTITUTION:When a signal (a) inputted with a switch B has longer width than set time width, it is delayed by a discrimination reference generating circuit 11 and ANDed by a gate G2 with a signal (e), having prescribed width, from a control signal generating circuit 12, so that a control signal is inputted from a control part A to an upper priority digit counter. When the signal (a) has shorter width than the set time width, the input signal (a) is inverted and ANDed with the output signal (e) by a gate G3 if it is generated, so that a control signal (h) is outputted to the control part B of a lower priority counter.
