When the C content is as low as 0.05W0.30%, to compensate the lowered quench hardenability, to the steel are added one or more among <2.0% Cu, <2.0% Ni, <2.0% Cr, <1.0% Mo, <0.010% B, <0.20% Ti, <0.20% Nb, <0.20% Zr and <0.20% V or <0.20% Ca and/or <0.20% rare earth element.
