Claims

In an optical branching device having an optical mixing element in which an input optical fiber and an output optical fiber are connected, the optical mixing element is configured in a flat plate shape, and the flat optical mixing element is arranged in a horizontal central plane. The optical mixing element has a refractive index distribution that decreases almost squarely from the top to the upper and lower surfaces, and the length of the optical mixing element is an integral multiple of 1/2 of the meandering pitch of the optical signal within the optical mixing element.
