内管を設け、該円筒体の下方に適宜間隔をおいて略円錐
形状の塞止部材を配設すると共に、前記製袋用円筒体と
内管との間に円筒形状のシャツタを上下動自在に設け、
該シャツタが前記塞止部材に当接することによって粉粒
