CONSTITUTION: One of the vector quantizing units 1081∼108n which an orthogonal transform circuit 406 has selected vector-quantizes the coefficient from the orthogonal transform circuit 406 to the representative vector number, and outputs it to a line and vector quantizing decoding circuits 1101∼110n. One of the vector quantizing decoders 1101∼110n which the orthogonal transform circuit 406 has selected reproduces the orthogonally transformed coefficient by the representative vector number from the vector quantizing device 108 concerned. An orthogonal inverse transform circuit 412 reproduces a decoded coefficient into a predictive error and an adder 414 adds the predictive error reproduced by the orthogonal inverse transform circuit 412 and the predictive error from a predicting circuit 419, reproduces a picture element value and writes it to a frame memory 417.
