In such a way, even if the resident fundamental register file 4 is carried out and it is tried to read out the resident fundamental register data by using a means such as file dumping, etc., the resident fundamental register cannot be decoded since it is enciphered, therefore, it can be prevented that personal information on the resident fundamental register data stored in the resident fundamental register file 4 leaks out to the outside.
