CONSTITUTION:A couple of rolling rolls 11 are slantly installed to have respective constant advancing angles to form a diagonal rolling mill 10. A plug 12 is positioned at nearly central part in a rolling region and fixed shoes 13 are installed at both sides. In that time, the shoes 13 are installed so that a central point 13C of the shoes 13 is shifted by a some distance in one side direction against a roll central line 11C; a peripheral speed difference N is given to both the rolls 11. Hence, a recession of potential energy Ut of the plug 12 and a tube stock 14, that is, a stable point K forms a deep valley shape. Therefore, generation of abnormal vibrations of the plug 12 and the stock 14 at the point K is prevented.
