Abstract

PURPOSE: To accurately discriminate between a moving picture and a still picture at low cost with simple circuit constitution by sampling a video signal at plural points or an optional position on a picture and discriminating between the moving picture and still picture according to the difference signal.
CONSTITUTION: Sample-held signals from 1st and 2nd sample holding circuits 2 and 3 are supplied to a differential amplifier 4 to generate their difference signal (c). The difference signal (c) is inputted to a decision circuit 5, which discriminates between the moving picture and still picture. Namely, when the level of the difference signal is smaller than a threshold level set by the decision circuit 5, the still picture is decided, but when the level exceeds the threshold value, the moving picture is decided. Consequently, neither a large-scale memory nor a fast A/D converter is required, so the circuit constitution is simplified and the cost can be reduced.
