CONSTITUTION:The fixed reel 20 consists of a bottom flange 40, a top flange 41, rollers 42-53 disposed dispersedly in the circumferential direction at isometric intervals, rollers 54-62 for guiding the belt not to be in contact with a guide drum 24, etc., and the belt 63 for forwarding the tape in a loop state as wound in an approximately C-shape stretching along an inner circular of the fixed reel 20 with rollers 42-62. The tape winding body 23 is constituted by forming the innermost circular turn of the tape winding around a path 63a, and forming further tuns in turn by winding the tape successively around it toward the outside. Consequently, the belt 63 of the fixed reel 20 is traveled by the belt traveling means 65 to send out the tape 22 of the innermost circular turn of the tape winding body 23 to the inside of the fixed reel 20.
