Abstract
PURPOSE:To enlarge the control range of the quantity of information generation by forming a vector quantizer in multistage constitution, setting the mean value of the block which is the encoding unit of a rear stage as a composing source and executing the vector quantization of a first stage. CONSTITUTION:Code data 6 encoded by a first stage vector quantizing encoding part 5 is decoded by a first stage vector quantizing decoding part 7, and a first stage decode signal 8 is obtained. By subtracter 9, the first stage decode signal 8 is subtracted from a between-frames difference signal 4, and a first stage error signal 10 is obtained. Since, for the first stage error signal 10, power is much smaller compared with the between-frames difference signal 4, an encoding whose encoding error small can be executed. The first stage error signal 10 is encoded by a second vector quantizing encoding part 11. At a buffer 21, a threshold 22 proportional to the accumulating quantity of variable-length- encoded data is outputted, given to the first stage vector quantizing encoding part 5 and the second vector quantizing encoding part 11, and the information generating quantity is controlled. Thus, the information generating quantity can be widely controlled without extremely damaging the quality of a reproducing image.
