CONSTITUTION:A control circuit 120 judges the number of replenishing times and replenishing time according to a voltage value (toner/concentration ratio) from a concentration detecting device 70. Namely, toner concentration of a developing device 18 is compared with reference value, the number of replenishing times corresponding to the toner concentration is decided and the replenishing means is driven according to the number of replenishing times so that decentralized replenishment or replenishment at a time is performed. When images whose image density are high are continuously copied and when the developer concentration, that is, the toner/concentration ratio becomes very low, much toner can be decentralizely replenished. Thus, toner replenishment is smoothed and the deterioration in the image forming quality is prevented.
