The holder 6 together with the temperature fuse 13 is inserted into a winding core 7 after a capacitor element 2 has been wound. After that, the capacitor element 2 is made flat; metallicons 3, 4 are formed on end faces. That is to say, because the temperature fuse 13 is housed in the holder 6 and is inserted into the winding core 7, the capacitor element 2 is not damaged due to a pressure caused when the capacitor device is made flat; its position in the winding core 7 is decided definitely.
