Consequently, the capacity of the capacitor electrode plates 30 is changed. The change of the capacity generates a difference between an IC chip 12 part and the IC card 13 body. The change of the capacity is detected by an Wien bridge circuit 1 as a voltage difference and only the plus side voltage is sampled and held by a sample and hold circuit 3 on the basis of a clock generated from an oscillator 8 through a differential amplifier 2. Said held value is inputted to a comparator 7 and whether the held value is based upon the IC chip part or not (in case of the IC chip, a positive output is generated). When the IC chip part exists, the card is decided as an IC card, and in case of absence, the card is not an IC card.
