In this case, the redox catalyst is contained in such an amt. ratio that the pH of an immersion soln. after an acidic substance contained in a gel is dissolved out when a gel formed by gelation of a grout is immersed in water can be maintained in a weakly acidic range or an alkaline range. The amt. ratio is such that the reducing agent is 2-50mol. based on 1mol. of the oxidizing agent component.
