Abstract

PURPOSE:To surely execute a detection by detecting a design by a shape (area) of its seal print, even if a seal print state of a specific color design is not clear. CONSTITUTION:In a vertical direction projection detecting circuit 10, a projection output 20 to the scanning direction (y) by a red image signal is obtained, and based on this projection output 20, a projection signal 21 in the scanning direction (y) for showing the length in the horizontal direction (x) is detected. In the same way, in a horizontal direction projection detecting circuit 11, an output 22 to the horizontal direction (x) is obtained by a red image signal, and based on this projection output 22, a projection signal 23 in the horizontal direction (x) for showing the length in the vertical direction (y) is detected. The vertical projection signal 21 and the horizontal projection signal 23 are sent to a deciding circuit 12. In the deciding circuit 12, an area of a design based on the red image signal is detected by both these signals 21, 23, and by comparing this area value and a reference value which is set in advance, whether the design which has become the base by which its red image signal is obtained is a tariff measuring instrument seal print 2 or not is decided.
