PURPOSE:To prevent a sudden increase of a learning value even if a correction accumulated is increased by load or the like by making the change speed on the increase side lower than that on the decrease side in updating the correction learning value of idling rotating speed control. CONSTITUTION:In ECU 60, learning means is adapted to learn a correction accumulated at the time of a designated condition during idling when rotating speed control is made to be set as a correction learning value and update same. In such updating, updating on the increase side of correction learning value is made lower in change speed of the correction learning value than updating on the decrease side thereof. In this arrangement, even if load of power steering 58 not detected directly is temporarily generated during idling, the change speed of accumulated in the increasing direction conducted by idling rotating speed control device is smaller, so that the increase amount of accumulated is held down to decrease influence of abnormal correction or undesired correction upon EGR control.
