CONSTITUTION:Coding circuits 1031-103n coding a coefficient from an orthogonal conversion circuit 406 into a different code depending on the property output the coded coefficient to a switching circuit 105 via a line 104 and to a line via a line 416. A coding/decoding selection circuit 109 uses the coefficient of the preceding frame to predict the statistical property of the picture of the succeeding frame, controls the switching circuit 101 thereby selecting one of the coding circuits 1031-103n. Since the picture part whose statistical property in the prediction error differs is coded and sent depending on the property in this way, the picture quality is improved.
