One of these chips is repeatedly specified and edited, the chip is developed into another chip or the chip is independently defined on the outside as a module to complete the processing flow. Since both the consideration and design of the program can be simultaneously executed by allowing a designer to optionally work the processing flow elemental chips in a machine, the number of processes of the design can be reduced, and since the processing flow is divided into plural processing flow elemental chips, the quantity of information to be processed at a time can be reduced and an easily understandable program can be formed.
