When the regist roller 17 is rotated to start the transfer of blank 11, the regist roller 17 is rotated with low speed for a predetermined time by driving a pulse motor 30, and when the sag is eliminated, OPC drum 3 is activated to rotate the regist roller 17 with predetermined transfer speed. An one-way clutch 34 is provided between the pulse motor 30 and regist roller 17, and no effect is given to the pulse motor 30 also when the regist roller 17 is rotated with predetermined transfer speed.
