The leads 3a, 3b are flattened by a lead pressing section 24, and fed to a seat-plate inserting section 33 through a detecting section 29. A seat plate 4 is inserted, and stopped temporarily by a seat-plate inserting mechanism 35. The leads are caulked and fixed by a lead forming device 40.
