When the deciding result is smaller, the signal 31 turns on the power source of the circuit 14. Consequently, the circuit 14 sends the signal f2a, and concerning an up-line, a usual 1+1 frequency diversity radio line is constituted. In the same way, based on a signal sent from a transmitting circuit 13 to the counter station, the power source of the transmitting circuit 14 of the counter station is turned on and off and a line is constituted.
