The signal is inputted to a phase displacement circuit 4 without FM-demodulating immediately by a demodulator 5, and after displacement is applied on a carrier frequency fc, the phase relation of a lower sideband wave and the upper sideband wave, or group delay relation, it is FM- demodulated by the count type demodulator 5, and is inputted to a terminal 6.
