The circuit DMX1 takes out a signal from the control channel by means of multiplex separation, transmits the signal to a control part 12, while signals in other transmission channels are transmitted to a multiplex circuit MUX1 as they are. The part 12, in receiving a transmission request, searches a vacant transmission channel in the L1, allocates the thus found channel to the video terminal N5, and at the same time, finds a vacant channel in the L2, and transmits a video signal to the N5.
