When a power supply is connected, a controller 22 functions depending on the fact that the pressure switch 24 provided for the tank 3 is opened or closed. When the pressure is 0 or negative due to suspension of water supply, for example, the pressure switch 24 is opened and the controller 22 is not conducted. When the inside of the tank 3 is pressurized, the pressure switch 24 is opened and electric current is not applied to the controller 22. Consequently, a timer functions to open the drain valve 15 for a predetermined time thus replacing the water in the tank 3 entirely. Finally, the drain valve 15 is closed to prepare for normal water injection.
