The external setting device 2 is connected to a port 3 of the control part 11 with being freely attachable and detachable. Then, the confirmation, setting and change, etc., of a control constant, which is stored to the variable control constant storing part 12, can be executed from an external part. A display part and a keyboard for setting input are provided to the external setting device 2.
