At the same time the electrodes (6) are executed in the form of a comb knife system (5), and in the body (1) is installed a rotary shaft (8) with dielectric clamping devices (9), placed uniformly perpendicular to it, with the possibility their passage between the electrodes (6) when the shaft rotates (8).
