WITHIN THE SECOND HOUSING (5) IS MOUNTED A GUIDE MEMBER (7) INCLUDING A CHANNEL (23) TO SLIDABLY RECEIVE A SECOND SHAFT (8) PERMITTING ONLY VERTICAL MOVEMENT. A SPRING (9) SURROUNDS THE LOWER PORTION OF THE SECOND SHAFT (8) AND SEATS INBETWEEN THE GUIDE MEMBER (7) AND TOP SURFACE OF FIRST HOUSING (21) WHEREON THE LOWER END OF SAID SHAFT IS MOUNTED TO FACILITATE DAMPENING EFFECT. A LENGTH OF CABLE (10) IS PROVIDED FROM A KNOB (12) AT THE COVER (11) OF THE SECOND HOUSING (5), AND CONNECTED TO A PROVISION (22) OF THE SECOND SHAFT (8) SO THAT THE WHEEL (8) CAN BE MANUALLY LIFTED UP BY THE CABLE (10).(FIG 4)
