IN ACCORDANCE WITH THE PRESENT INVENTION, THERE IS PROVIDED A HIGH EFFICIENCY DIGITAL DATA ENCODING APPARATUS IN WHICH INPUT DIGITAL DATA ARE ARRANGED INTO BLOCKS BY PLURAL SAMPLES, ORTHOGONAL TRANSFORM IS EFFECTED IN EACH BLOCK TO PRODUCE COEFFICIENT DATA, WHICH COEFFICIENT DATA ARE ENCODED WITH AN ADAPTIVE NUMBER OF BITS, COMPRISING A PLURALITY OF ORTHOGONAL TRANSFORM MEANS FOR EFFECTING ORTHOGONAL TRANSFORM OF THE INPUT THAT DIGITAL DATA WITH DIFFERENT BLOCK LENGTHS, CHARACTERIZED IN THAT ONLY ONE OF OUTPUT FROM SAID ORTHOGONAL TRANSFORM MEANS IS SELECTED ON THE BASIS OF OUTPUTS OF SAID ORTHOGONAL TRANSFORM MEANS. IN ACCORDANCE WITH THE PRESENT INVENTION THERE IS ALSO PROVIDED A HIGH EFFICIENCY DIGITAL DATA ENCODING APPARATUS IN WHICH SAID INPUT DIGITAL DATA ARE DIVIDED INTO PLURAL BANDS, BLOCKS EACH COMPOSED OF PLURAL SAMPLES ARE FORMED IN EACH BAND, ORTHOGONAL TRANSFORM IS EFFECTED IN EACH BLOCK OF THE BAND TO PRODUCE COEFFICIENT DATA WHICH COEFFICIENT DATA ARE ENCODED, COMPRISING A BLOCK LENGTH DECISION CIRCUIT FOR DETERMINING THE BLOCK LENGTH FOR ORTHOGONAL TRANSFORM OF EACH BAND BASED ON CHARACTERISTICS OF BLOCK DATA PRIOR TO ORTHOGONAL TRANSFORM OF EACH BAND, WHEREIN SAID ORTHOGONAL TRANSFORM OF EACH BAND IS EFFECTED WITH THE BLOCK LENGTH DETERMINED BY SAID BLOCK LENGTH DECISION CIRCUIT.
