Abstract
THE PRESENT INVENTION PROVIDES A PICTURE CODING APPARATUS WHICH CAN REDUCE A LOAD IN DECODING. A PICTURE CODING APPARATUS (200) INCLUDES: A MOTION ESTIMATION UNIT (201) AND A MOTION COMPENSATION UNIT (202) WHICH CODES EACH PICTURE ACCORDING TO A PICTURE TYPE OF THE PICTURE, AND INFORMATION GENERATION UNIT (213) WHICH GENERATES A MAP THAT INDICATES A STILL PICTURE SEQUENCE IN A RANDOM ACCESS UNIT WHICH INCLUDES A PLURALITY OF CODED PICTURES; AND A VARIABLE LENGTH CODING UNIT (211) WHICH WRITES, INTO THE RANDOM ACCESS UNIT, THE MAP THAT IS GENERATED BY THE INFORMATION GENERATION UNIT (213).
