[OBJECT] TO PROVIDE A HIGH STRENGTH HOT ROLLED STEEL SHEET EXCELLENT IN FATIGUE STRENGTH AND HAVING TENSILE STRENGTH (TS) OF AT LEAST 490 MPA. [SOLVING MEANS] THE HIGH STRENGTH HOT ROLLED STEEL SHEET COMPRISING BY MASS %, C: 0.08% TO 018 %, SI: LESS THAN 0.5%, MN: 0.8% TO 1.8%, P: 0.05% OR LESS, S: 0.005% OR LESS, N: 0.008% OR LESS, AL: 0.0 1% TO 0.1%, TI: 0.01% TO 0.1%, AND FE AND INCIDENTAL IMPURITIES AS THE REMAINDER, WHEREIN A SURFACE LAYER PORTION OF THE STEEL SHEET RANGING FROM A SURFACE TO 100 µM DEPTH THEREOF HAS MICROSTRUCTURE CONSTITUTED OF FERRITE PHASE AS MAIN PHASE AND SECONDARY PHASE OF WHICH FRACTION IS 30% OR LESS, THE AVERAGE GRAIN DIAMETER OF THE FERRITE PHASE IS NOT LARGER THAN 10 µM, AT LEAST 30% OF TI CONTENT IN THE SURFACE LAYER PORTION IS PRECIPITATED AS TI CARBIDE IN THE SURFACE LAYER PORTION, AND THE AVERAGE GRAIN DIAMETER OF THE TI CARBIDE IS NOT LARGER THAN 30 NM.
