Abstract
A frequency assignment device (1) according to the present invention includes: an interference relation determination unit (11) that determines the presence or absence of an interference relation between cells; and a channel assignment unit (13) that assigns a wireless frequency band to each of cells such that different wireless frequency bands are assigned to the cells (15) determined by the interference relation determination unit (11) to have the interference relation, such that a minimum number of wireless frequency bands are used to be assigned, and such that a specific wireless frequency band is assigned to a large number of cel1s. (Figure 6)
