A fertilizer production plant (100) for producing a fertilizer containing urea is the fertilizer production plant (100) including a urea production device (22) for producing the urea by using ammonia, and a scrubber (80B) having an interior space (81a, 90a, 91a) for bringing an off-gas of the fertilizer production plant (100) into contact with an acid absorption liquid, the off-gas containing ammonia. The acid absorption liquid contains carbonic acid. Figure 1
