The camera acquires the image if vehicle speed measured by a speed detector is greater than a threshold. The camera and the detector are mounted on a post comprising an upper part (100b) that revolves around a horizontal axis till its rear side contacts with rear side of a lower part (100a). An independent claim is also included for a land vehicle identification and speed detection system comprising a land vehicle identification and speed detection device.
