The process for using hazardous waste to make non-hazardous aggregates. The process consists of providing a source of solid waste material consisting of... Large solid waste and fine waste materials are fed into a rotary incinerator with inlet, combustion, and outlet sections. The large solid waste is separated from the fine waste materials. The incinerator operates at an average internal temperature range of 871°C to 1260°C and at pressures below atmospheric pressure. The majority of the volatile combustible materials in the large solid waste are evaporated in the inlet section of the rotary incinerator. Conditions within the rotary incinerator are controlled so that the solid waste is burned into primary solid aggregate before solids and gaseous combustion by-products. The majority of the solid material exiting the outlet section is the primary solid aggregate. The fine waste particles, gaseous combustion by-products, support fuel, and oxygen are fed into a primary oxidizer with flow contact to the inlet of the rotary incinerator, where combustion occurs. The temperature in the first oxidizer ranges from approximately 1800° to 3000°F. A portion of the fine particles in the first oxidizer are melted into a liquid residue. The gaseous combustion by-products and unmelted particulate matter from the first oxidizer are then transferred to a second oxidizer, which is in flow contact with the first. The process of claim 33 in which such combustible liquid waste material is selected from the group of organic solvents, petroleum waste products, drilling fluid waste, paints and other organic and inorganic fluids. 35. The process of claim 31 includes a step for feeding the liquid into the aforementioned second oxidizing unit. 36. Equipment for converting hazardous, non-aggregate, and non-hazardous waste. Such equipment consists of a rotary incinerator with an inlet and outlet; an oxidizing outlet path adjacent to the inlet of the incinerator; a source of solid waste material; such solid waste consists of large solid particles and fine waste particles; a path for separating such large solid particles from the fine waste particles; a path for feeding such large solid waste into the inlet of the rotary incinerator; and a path for feeding such waste before feeding it into the oxidizing outlet. The pathways for combustion in the incinerator are designed to convert large solid waste into primary aggregates consisting of solid particles, volatile gases, and gaseous combustion by-products. These pathways separate the solid particles from the primary aggregate. The first oxidizing pathway is designed to convert the fine waste particles, volatile gases, and gaseous combustion by-products into unburned fine particles, liquid residue, and waste gas. The pathways for exiting the incinerator and removing the gaseous by-products from the oxidizing pathway are also included. Finally, there are pathways for reducing the heat of the unburned fine particles and waste gases, separating them from the waste gases, and re-feeding the solid aggregate and unburned fine particles into the liquid residue to form a liquid mixture. Finally, there are pathways for reducing the heat of this liquid mixture. 37. The device of claim 36 in which the oxidizing outlet is a vessel lined with several layers of refractory material with flow contact to the inlet of the rotary kiln. 38. The device of claim 36 in which the oxidizing outlet is a first oxidizer intended to receive fine waste particles, volatile gases from the kiln, and combustible material within oxidizer 26. Waste gases and unburned fine powders are converted. The unburned fine powders may be melted or not melted depending on their composition, as shown in Figure 2. A portion of the unburned fine powders is melted and collected at the bottom of oxidizer 26 in the form of sludge. Figure 2 shows the removal of sludge from the device via a sludge channel. Figure 42 shows the installation of the sludge channel as follows: At the bottom of the first oxidizer 26, as shown in Figure 2, the residue channel 42, with the inclusion of the burner 44, is included to keep the materials adjacent to channel 42 in a molten state. The device may have an inclusion burner in the first oxidizer 26 for the purpose of increasing the temperature at different locations within the oxidizer 26, as shown in Figure 2. The oxidizer is a refractory-lined vessel with flow contact to the inlet 12 of the rotary furnace. The first oxidizer of this invention has a square cross-section and includes a metal casing 46, the inner side of which is lined with refractory material. The refractory lining materials shown in the figure include both refractory bricks 48 and refractory monolithic lining 50. The refractory bricks shown are 70% alumina, manufactured by the National Refractory Company of Oahland, California. The monolithic lining is JadePak, manufactured by the A.P. Green Company of Mexico, Missouri. The refractory bricks installed at the bottom of the first oxidizing machine 26 are thicker than the refractory bricks at the walls of the first oxidizing machine 26. This is due to the operating temperature at that section of the oxidizing machine caused by the flow of the sludge 40 releasing heat from the hot gases through the inner 52 section of the oxidizing machine 26. Another desirable design for an oxidizing machine would have a water-cooled ceiling and water-cooled metal walls. And having a fire-resistant base material, such a structure allows for the use of higher operating temperatures. In the form of Figure 2, the hot gases are deflected 90 degrees to pipe 54 which connects the first oxidizer 26 to the second oxidizer 56. The construction of such a non-combustible oxidizer and the aforementioned initial aggregate are fed into the second oxidizer 49. The device of claim 47 has a pathway for spraying the liquid into the second oxidizer 50. The device of claim 47 where such device has a conveyor pipe between the first and second oxidizers 51. The device of claim 50 where such conveyor pipe has a pathway for removing the aforementioned liquid sludge from the oxidation pathway 52. The device of claim 49 where such conveyor pipe has a burner to heat the material in it 53. The device of claim 36 where the reduction pathway The aforementioned heat treatment vessel is in flow contact with the oxidizing pathway. Within this heat treatment pathway, there is a passage for injecting water into the heat treatment pathway. 54. The device of claim 53 in which such water is injected into the vessel at supersonic velocity. 55. The device of claim 53 also has a passage for injecting liquid caustic into the heat treatment vessel to neutralize the acids in the waste gases. 56. The device of claim 57 in which the pressure reduction passage is at least one fan connected to the separation pathway. 59. The device of claim 36 in which the passage for...
