Bu buluş, dolaşımdaki abonelerin bulundukları ülke içerisinde tercih edilen operatörlere yönlendirilmesini sağlayan bir yönlendirme birimi (2), abonelerin yaptığı çağrı sürelerini baz alarak her ülke için tercih edilen operatör listelerini oluşturan ve düzenli olarak güncelleyen en az bir tercihli operatör listesi belirleme birimi (3) ve tercihli operatör listesi belirleme biriminin (3) istediği zaman erişerek abonelerin yaptığı çağn süreleri hakkında bilgi aldığı bir çağrı süresi raporlama birimi (4) içeren ve uluslar arası dolaşım yapan GSM (Global System for Mobile Communications) abonelerini istediği yabancı operatörler arasında parametrelere bağlı olarak adaptif şekilde yönlendiren (steering) bir sistem (1) ile ilgilidir.
