Bu buluş, ülkeler arası sınırdan geçmekte olan GSM abonelerinin kazara komşu ülke operatörlerinden servis almasını engelleyen kazara uluslararası dolaşım önleme sistemi (4) ile GSM operatörlerinin abonelerini yabancı ülkelerde istedikleri operatörlere yönlendirmesini sağlayan abone yönlendirme sisteminin (5) efektif bir şekilde birbirleriyle etkileşim içinde çalışmasını sağlayan bir sistem (1) ve yöntem (100) ile ilgilidir. Bu buluş ile kazara uluslararası dolaşım önleme sisteminin (4) işlediği kayıt isteklerinde dahi abone yönlendirme sistemi (5) aktive edilerek, HPLMN operatörünün, abonelerinin daha fazlasının komşu ülkelerdeki tercih edilen operatörlerden hizmet alması sağlanmaktadır.
