Abstract
The output of a first double speed converting means 18 which converts a video signal in an interlace system into a progressive system, and divides the video signal in the progressive system into a field constituted of odd lines and a field constituted of even lines, and alternately performs double speed outputs and the output of a second double speed converting means 23 which performs the double speed output of the video signal in the progressive system and a moving vector interpolation signal generated by performing movement compensation from the video signal in the interlace system are selected based on the movement decision result of the input video signal.
