The device comprises a power transformer, a ground loop, the system of three-phase busbars, distribution three-phase feeders, measuring voltage transformer with windings connected in a "star with a zero-star with a zero-open delta", auxiliary transformer, the power transformer is connected to a three-phase system busbar, to which there are attached distribution three-phase feeders, galvanic isolation is included, microcontroller, GSM / GPRS-modem, controller high-voltage switchgear, high voltage switchboard, special terminal of zero point of high-voltage own needs auxiliary transformer winding, the input of galvanic iculation is connected to the secondary winding of the measuring voltage transformer, output of galvanic isolation is connected to the microcontroller input, the first microcontroller output is connected to the GSM / GPRS-modem, and the second microcontroller output is connected to the input of the control unit the high-voltage switching device, the output of which is connected to drive the high-voltage switching device, the output of high-voltage switchgear apparatus is connected to the earthing system, the input of high voltage switching device is connected to a special terminal of zero point of high-voltage auxiliary transformer winding.
