Le système comporte des moyens de compilation destinés à compiler une sélection des pages de données numériques en fonction d'un critère de sélection prédéterminé, et des moyens de conversion destinés à créer un signal de sortie vidéo transmissible contenant un certain nombre d'images vidéo fixes ne pouvant pas être interprétées par un utilisateur à un taux de diffusion d'images standard. Chaque image vidéo fixe du signal de sortie vidéo correspond à une des pages de données numériques dans la sélection compilée. L'unité de comptabilisation comptabilise l'utilisateur du système en tant que fonction du nombre d'images vidéo fixes comprises dans le signal de sortie vidéo.
