and if the key time inflection point and the positioning information in the preset idle time period are consistent, determining that the target user is a second potential development user of the broadband service.
2. The method of claim 1, further comprising:
acquiring a broadband internet log of the operator and an internet log of the fixed network registered user in a preset working time period;
if the log of the internet surfing has the internet surfing record of the different network user, determining the different network number of the different network user according to the internet surfing record;
monitoring the internet surfing behavior of the different network user in a preset rest time period according to the different network number;
