Description

    Stand der Technik
  • Die Erfindung betrifft ein Verfahren zur automatischen Abrechnung in einem Gebührenerhebungs- oder Mautsystem mittels eines Fahrzeuggeräts.
  • Zudem betrifft die Erfindung ein Fahrzeuggerät zur automatischen Abrechnung in einem Gebührenerhebungs- oder Mautsystem
  • Verfahren der eingangs genannten Art sind dem Fachmann bekannt und geläufig, wobei das Fahrzeuggerät in Gestalt einer Onboard-Unit (OBU) vorliegt, die in Fahrzeuge eingebaut wird, um die automatische Abrechnung in einem Gebührenerhebungs- oder Mautsystem zu ermöglichen.
  • Die Fahrzeuggeräte befinden sich derzeit in den meisten Mautsystemen im Besitz des Mautbetreibers. Ein deutscher Mautbetreiber ist beispielsweise die Toll Collect GmbH. Die Geräte werden dabei durch den Betreiber ausgegeben und verbleiben in den Fahrzeugen, denen Sie zugeordnet sind.
  • Die OBUs weisen einen Empfänger auf. Der Empfänger ist dabei für das von den Vereinigten Staaten von Amerika betriebene GPS-Satellitenprogramm ausgerichtet, mit dessen Hilfe die aktuelle Position eines Fahrzeugs bestimmt werden kann. Zudem weist eine OBU ein Kommunikations-Modul (z.B. für GSM) sowie einen Speicher auf, in dem fahrzeugspezifische Datenangaben sowie Positionsdaten von sämtlichen mautpflichtigen Straßen enthalten sind.
  • Auf Grundlage dieser Angaben und Daten und unter Zugrundelegung des vom GPS-Satellitensystem generierten GPS-Signals errechnet die OBU die fällige Maut.
  • Das deutsche Mautsystem sieht eine weitere Variante der Entrichtung von Mautgebühren vor. Hiernach ist es möglich, die Mautgebühr an einem Automaten oder über das Internet zu entrichten, wodurch auf den Einbau einer OBU im Fahrzeug verzichtet werden kann.
  • Zur Diskussion steht auch, eine obligatorische OBU im Rahmen von Mautsystemen einzusetzen, d. h. auf die Möglichkeit der Zahlung einer Mautgebühr an einem Automaten oder über das Internet gänzlich zu verzichten.
  • In einem solchen Mautsystem muss der Mautbetreiber gegen einen Pfand "Leih-OBUs" zwecks Installierung derselben in einem Fahrzeug durch den Benutzer zur Verfügung stellen. Als ein herkömmliches und einfaches Instrumentarium für die Installierung der geliehenen OBU kann dabei beispielsweise ein Saugnapf dienen. Der Nutzer der geliehenen OBU ist zudem verpflichtet, nach Verlassen des Mautsystems die OBU an den Mautbetreiber zurück zu geben.
  • In der WO 02/061691 A1 wird ein Straßengebührenerfassungssystem beschrieben, wobei die Abrechnung in einer Betreiberzentrale durchgeführt wird und die Übertragung der abgelaufenen Benutzungsgebühren an die Betreiberzentrale von Kriterien abhängig ist, welche vorgegeben werden können.
  • Die EP 1 804 216 A1 beschreibt ein Verfahren zum Betreiben einer mobilen Detektionseinheit in Geltungsbereichen unterschiedlicher Mauterfassungssysteme, wobei eine Lokalisierungseinheit und eine Sende/Empfangseinheit zum Datenaustausch mit einer zentralen Recheneinheit beziehungsweise einem zentralen Rechnerverbund vorgesehen sind.
  • In der WO 2008/001647 A1 wird ein Gerät für Mautabrechnungen beziehungsweise -bezahlungen beschrieben, wobei erkannt wird, wenn ein Fahrzeug eine vorbestimmte Zone erreicht hat. Es wird dann geprüft, ob eine IC-Karte eingesetzt wurde, wobei ein Benutzer gewarnt wird, falls dies nicht der Fall ist.
  • Ungelöst ist jedoch bisher das Problem, den Nutzer dazu zu bewegen, die OBU nicht in dem Fahrzeug zu belassen.. Die nicht erfolgte Rückgabe von OBUs an den Mautbetreiber stellt für diesen zusätzliche Kosten dar, da der Mautbetreiber eine erhöhte Anzahl von "Leih- OBUs" bereit halten muss.
  • Ausgehend von den dargelegten Nachteilen sowie unter Würdigung des aufgezeigten Standes der Technik liegt der vorliegenden Erfindung die Aufgabe zugrunde, ein Verfahren der eingangs genannten Art derart weiterzubilden, dass ein Kontrollmechanismus geschaffen wird, der den Nutzer einer OBU veranlasst, diese zurück zu geben, sobald diese nicht mehr benötigt wird.
  • Diese Aufgabe wird mit den Merkmalen des Anspruchs 1 gelöst.
  • Vorteilhafte Ausgestaltungen der Erfindung manifestieren sich in den abhängigen Ansprüchen.
  • Offenbarung der Erfindung
  • Gemäß der Erfindung werden bei Annäherung einer Mautsystemgrenze eines Mautsystems ein akustisches und optisches Signal und bei Überschreiten einer Mautsystemgrenze eines Mautsystems eine Nachricht von dem Fahrzeuggerät ausgesendet.
  • Die Erkennung, dass sich das Fahrzeuggerät, das im Rahmen der Erfindung in Gestalt einer OBU vorliegt, in der Nähe der Grenze bzw. außerhalb des Mautsystems befindet, kann über die Position der OBU durchgeführt werden. Hierzu kann bspw. die Positionsbestimmung über einen in die OBU eingebauten GPS-Empfänger erfolgen. Die OBU ist dabei programmtechnisch derart eingerichtet, dass eine Mautapplikation, d. h. eine Software, die auf der OBU ausgeführt wird, Ereignisse, z. B. einen Grenzübertritt an einer Mautgrenze, prüft und akustische bzw. optische Signale einleiten kann. Die Nachricht wird bei bzw. nach Grenzübertritt z.B. als Kurznachricht (SMS) per GSM-Modul versendet. Der Inhalt dieser Kurznachricht kann bspw. lauten "Sie haben unerlaubterweise eine Leih- OBU ausgeführt".
  • Der Vorteil der Erfindung ist darin zu sehen, dass ein Nutzer einer OBU dazu bewegt wird, diese möglichst direkt zurück zu geben, sobald die OBU nicht mehr benötigt wird. Dies verringert die Anzahl der notwendigen OBUs und deren kostenbehaftete Anschaffung durch einen Mautbetreiber. Der Erfindung liegt dabei die Einsicht zugrunde, dass über eine entsprechende Software und bei einer damit einhergehenden programmtechnischen Einrichtung der OBU bei Annäherung oder Überschreiten einer Mautsystemgrenze Signale und Nachrichten ausgelöst werden können.
  • Eine vorteilhafte Ausgestaltung der Erfindung sieht vor, dass die versendete Nachricht zu einem Betreiber des Gebührenerhebungs- oder Mautsystems gesendet wird. Hierzu kann das Kommunikations-Modul derart eingerichtet sein, dass die Versendung einer Nachricht auch im Ausland möglich ist. Nach Erhalt der Nachricht kann der Mautbetreiber im Rahmen der Erfindung auch eine SMS an den Ausleihenden senden. Alternativ kann im Rahmen der Erfindung auch eine autorisierte Person, z. B. aus einem Callcenter, den Ausleihenden kontaktieren und die Rückgabe des Geräts verlangen. Dieses Vorgehen ist vorteilhaft, wenn in der OBU keinen personenbezogenen Daten enthalten sind.
  • Vorzugsweise verliert nach einer in dem Mautsystem vorgegebenen Zeitspanne dt die OBU ihre Gültigkeit. Hierzu ist erfindungsgemäß vorgesehen, dass die OBU durch eine Überwachungssoftware deaktiviert wird. Über eine RTC (Echtzeituhr) oder ein Merkmal, was als Differenz zur Deaktivierung herangezogen werden kann, wie z. B. einen Timer, erkennt die OBU die Ungültigkeit. Die vorgegebene Zeitspanne dt kann dabei durch die RTC bestimmt werden. Sobald die OBU ihre Gültigkeit verloren hat, kann sie als Leih-OBU nicht mehr verwendet werden, da die zentralen Systeme des Mautbetreibers die Gültigkeit dieser OBU nicht mehr akzeptieren und folglich deren Betrieb in dem betreffenden Mautsystem ablehnen.
  • Eine praktikable Variante der Erfindung sieht zudem vor, dass von einer Prepaidkarte und/oder einem Mautkonto ein Guthaben abgezogen wird, sobald sich die OBU aus dem Gebührenerhebungs- oder Mautsystem entfernt. Hierzu besteht eine Kopplung zwischen einer Prepaidkarte bzw. dem Mautkonto und der OBU derart, dass über die Prepaidkarte ein Mautkonto referenziert werden kann. Damit eine Prepaidkarte bzw. ein Mautkonto aktiviert wird, sobald die OBU das Gebiet verlässt bzw. verlassen hat, ist im Rahmen der Erfindung vorgesehen, dass eine Abbuchung vom Prepaidkonto erfolgt, sobald in der Zentrale das Verlassen der OBU aus dem Mautsystem detektiert wurde. Auch kann zuvor ein gewisser Betrag von der Prepaidkarte auf die OBU geladen werden, welcher bei Verlassen des Mautgebiets für einen definierten Zeitraum verfällt und nur noch bei ordnungsgemäßer Rückgabe der OBU zurückerstattet wird.
  • Vorzugsweise wird nach einem unerlaubten Verlassen des Mautsystems die OBU bei einem Wiedereintritt in das Mautsystem erst wieder aktiviert, wenn eine zusätzliche Gebühr entrichtet worden ist.
  • Eine weitere praktikable Variante der Erfindung sieht vor, dass bei Abtrennung der OBU von einer Energieversorgung ein akustisches und/oder optisches Signal und/oder eine Nachricht ausgesendet werden.
  • Ein Fahrzeuggerät zur Durchführung des erfindungsgemäßen Verfahrens ist Gegenstand von weiteren Ansprüchen, wonach zunächst das Gerät eine Einrichtung zur Positionsbestimmung des Geräts sowie eine Einrichtung zur Aussendung von akustischen und optischen Signalen sowie eine Software zur Erzeugung der Signale enthält.
  • Damit eine Leih-OBU ihre Gültigkeit verliert, sobald sie für eine gewisse Zeit nicht im Mautsystem verwendet worden ist, ist es von Vorteil, dass das Gerät eine Überwachungssoftware aufweist, durch die das Gerät deaktivierbar ist.
  • Damit die OBU eine Nachricht an die Zentrale des Mautbetreibers schicken kann, sobald sich die OBU an der Grenze bzw. außerhalb des Mautsystems befindet, ist es zweckmäßig, dass das Gerät ein Kommunikations-Modul aufweist, welches für Roaming und somit den Betrieb in Fremdnetzen eingerichtet ist.
  • Die Erfindung wird im Folgenden auf der Grundlage eines Ausführungsbeispiels anhand der Zeichnung näher erläutert. Es zeigt in schematischer Darstellung:

  • Das in Fig. 1 schematisch dargestellte erfindungsgemäße Verfahren dient dazu, einem Mautbetreiber 18 ein Signal bzw. eine Nachricht zukommen zu lassen, sobald ein Fahrzeuggerät in Gestalt einer Leih-OBU 100 eine Mautsystemgrenze 10 eines Mautsystems 12 passiert.
  • Das Mautsystem 12 enthält als wichtige Komponente die "OnboardUnit" (OBU) 100, d. h. ein in ein Fahrzeug eingebautes Gerät, das im Rahmen der vorliegenden Erfindung eine Leihgabe des Mautbetreibers 18 ist und einen Positions-Empfänger 11 aufweist, mit dessen Hilfe in dem Mautsystem 12 in bekannter Weise die aktuelle Position eines in Fig. 1 nicht explizit dargestellten Fahrzeuges ermittelt wird. Insbesondere kann die Erkennung der Annäherung bzw. der Überschreitung der Mautsystemgrenze 10 im Rahmen der Erfindung auch mittels GNSS (Global Navigation Satellite system), GNSS-Koppelortung (z. B. mit Gyro, Odometer, Beschleunigungssensoren), DSRC-Baken oder GSM-Zellortung vorgenommen werden. Des Weiteren ist die Leih-OBU 100 mit einem an sich bekannten Kommunikations-Modul 16 sowie mit einem Speicher 19 ausgerüstet, in dem fahrzeugspezifische Datenangaben sowie Positionsdaten von sämtlichen mautpflichtigen Straßen des Mautsystems 12 enthalten sind.
  • Nähert sich nun der Fahrer eines mit einer OBU 100 ausgestalteten Fahrzeugs der Mautsystemgrenze 10 eines Mautsystems 12 werden akustische und optische Signale 13, 14 von hierfür vorgesehenen Einrichtungen 20, 21 erzeugt, die mit der OBU 100 gekoppelt sind.
  • Bei der Einrichtung 20, 21 kann es sich beispielsweise um eine Sprachausgabe, die akustische Signale 13 ausgibt oder eine Datenausgabe, wie beispielsweise einem Display, das optische Signale 14 anzeigt, handeln. Dem Fahrer kann so gewarnt werden, dass er sich der Mautsystemgrenze 10 nähert und zur Rückgabe der Leih-OBU 100 verpflichtet ist.
  • Dieser Erzeugung von akustischen und optischen Signalen 13, 14 gehen zwei weitere Verfahrensschritte voraus, nämlich zunächst die Erkennung, dass sich die OBU 100 des Fahrzeuges in der Nähe der Mausystemgrenze 10 befindet. Diese Erkennung erfolgt derart, dass die Position der OBU 100 in herkömmlicher Weise mittels einer Positionsbestimmung über den in die OBU 100 integrierten Empfänger 11 durchgeführt wird. Damit geht einher, dass die OBU 100 programmtechnisch u. a. derart eingerichtet ist, dass eine Mautapplikation, d. h. eine Software, die in Fig. 1 explizit dargestellt und mit dem Bezugszeichen 17 versehen ist, in den Einrichtungen 20, 21 akustische und optische Signale 14, 13 einleitet.
  • Wie aus Fig. 1 weiterhin hervorgeht, sieht das erfindungsgemäße Verfahren eine weitere Möglichkeit vor, den Fahrer, d. h. den Nutzer der Leih-OBU 100 zur Rückgabe der Leih-OBU 100 zu veranlassen. Demnach wird in einem weiteren Verfahrensschritt eine Nachricht 15 per Kommunikations-Modul 16 an die Mobiltelefonnummer des Nutzers der Leih-OBU 100 mit der Aufforderung, die Leih-OBU 100 zurück zu geben, gesendet. Dem Versand der Nachricht 15 geht auch hier die oben beschriebene Positionsbestimmung der Leih-OBU 100 und die programmtechnische Gestaltung der OBU 100 durch die Mautapplikation, d. h. durch die Software 17 voraus.

  1. Verfahren zur automatischen Abrechnung in einem Gebührenerhebungs- oder Mautsystem (12) mittels eines Fahrzeuggeräts (100), das eine Leihgabe des Mautbetreibers (18) ist
    wobei mittels eines Positions-Empfängers (11) des Fahrzeuggerätes (100) eine Positionsbestimmung des Fahrzeuggerätes (100) durchgeführt wird, um eine Annäherung und Überschreitung einer Mautsystemgrenze (10) des Mautsystems (12) zu erkennen,
    gekennzeichnet dadurch, dass bei Erkennung einer Annäherung einer Mautsystemgrenze (10) des Mautsystems (12) ein akustisches Signal (13) und ein optisches Signal (14) von dem Fahrzeuggerät (100) erzeugt werden, wodurch der Fahrer gewarnt wird, das verliehene Fahrzeuggerät (100) zurückzugeben, und dass
    bei Erkennung eines Überschreitens einer Mautsystemgrenze (10) des Mautsystems (12) des Weiteren eine Nachricht (15) mit der Aufforderung, das verliehene Fahrzeuggerät (100) zurückzugeben, an die Mobiltelefonnummer des Fahrers gesendet wird.
  2. Verfahren nach Anspruch 1, dadurch gekennzeichnet, dass nach einer in dem Mautsystem (12) vorgegebenen Zeitspanne dt das Fahrzeuggerät (100) seine Gültigkeit verliert.
  3. Verfahren nach einem der Ansprüche 1 oder 2, dadurch gekennzeichnet, dass in dem Fahrzeuggerät (100) personenbezogene Daten eines Benutzers des Fahrzeuggeräts (100) gespeichert werden.
  4. Verfahren nach einem der vorhergehenden Ansprüche, dadurch gekennzeichnet, dass von einer Prepaidkarte und/oder einem Mautkonto ein Guthaben abgezogen wird, nachdem sich das Fahrzeuggerät (100) aus dem Gebührenerhebungs- oder Mautsystem (12) entfernt.
  5. Verfahren nach einem der vorhergehenden Ansprüche, dadurch gekennzeichnet, dass bei Abtrennung des Fahrzeuggerätes (100) von einer Energieversorgung das akustische und/oder optische Signal (13, 14) und/oder eine Nachricht (15) ausgesendet werden.
  6. Verfahren nach einem der vorhergehenden Ansprüche, dadurch gekennzeichnet, dass nach einem unerlaubten Verlassen des Mautsystems (12) das Fahrzeuggerät (100) bei einem Wiedereintritt in das Mautsystem (12) erst wieder aktiviert wird, wenn eine zusätzliche Gebühr entrichtet worden ist.
  7. Fahrzeuggerät (100) zur automatischen Abrechnung in einem Gebührenerhebungs- oder Mautsystem (12), wobei das Fahrzeuggerät (100) eine Einrichtung (11) zur Positionsbestimmung des Fahrzeuggeräts (100) sowie Einrichtungen (20, 21) zur Aussendung von akustischen und optischen Signalen (13,14) sowie eine Software (17) zur Erzeugung der Signale (13, 14) enthält, dadurch gekennzeichnet, dass das Fahrzeuggerät (100) ausgebildet ist, das Verfahren zur automatischen Abrechnung in dem Gebührenerhebungs- oder Mautsystem (12) nach einem der Ansprüche 1 bis 6 durchzuführen.
  8. Fahrzeuggerät (100) nach Anspruch 7, dadurch gekennzeichnet, dass das Fahrzeuggerät (100) eine Überwachungssoftware aufweist, durch die das Fahrzeuggerät (100) deaktivierbar ist.
  9. Fahrzeuggerät (100) nach Anspruch 7 oder 8, dadurch gekennzeichnet, dass das Fahrzeuggerät (100) ein Kommunikations-Modul (16) aufweist, welches für Roaming (Betrieb in Fremdnetzen) eingerichtet ist
