PURPOSE:To obtain inflammable wall paper whose smoking property is low even if basis weight of a plasticized vinyl chloride resin layer is at least 130g/m<2>, by a method wherein a specific plasticizer, calcium carbonate, titanium oxide and magnesium hydroxide are contained in vinyl chloride resin. CONSTITUTION:An adding quantity of a plasticizer in a plasticized vinyl chloride resin layer to be laminated on an inflammable base material sheet layer is 30-150pts.wt., preferably 50-100pts.wt. per 100pts.wt. vinyl chloride resin. It is necessary that at least 50wt.% monoalkyl aryl phosphate is contained in the plasticizer.
