止体に係止される複数の歯を外周に設けた調節板
をラチエツト板に隣接して操作軸に固定し、 上記ラチエツト板及び調節板のいずれか一方に
突部を設けるとともに、このラチエツト板及び調
節板の他方に上記突部を所定範囲移動自在に保持
する一対の係合部を設け、 上記調節板の外周の所定範囲に上記係止体に係
止されない欠歯部を設け、 上記操作軸の芯上昇方向の回動時に上記突部と
