領域に入った時はLレベルの比較結果を送出する位相比
較部分(2)と 入力した比較結果がLレベルの時、該回線側クロックお
よび該第2のクロックを利用して、該Lレベルの比較結
果に隣接する該第2のパルスの立上り点よりも遅れた立
上り点を持つアラームおよび該リセット信号を生成する
