ブロック検出手段と、前記画素の数が所定の数以上であ
るブロック内の領域に対しては前記所定のしきい値以下
の値のしきい値を、また所定の数以下であるブロック内
の領域に対しては前記所定のしきい値以上の値のしきい
値を付与するしきい値設定手段と、このしきい値設定手
段によって付与されたしきい値に基づいて前記フレーム
メモリに格納された各画素の差分信号を2値化する手段
