A method for shifting the frequency of an optical carrier signal from a carrier frequency to a sideband frequency, the method comprising: forming an optical waveguide within an electro-optically active material to direct the optical signal within the electro-optically active material; forming a first electrode on a surface of the substrate over the length of the optical waveguide; and on a surface spaced apart from the first electrode on a first side of the waveguide. forming a second electrode on a second side of the waveguide and a third electrode on a spaced apart surface from the first electrode; and passing through the optical waveguide. applying a first voltage to a first electrode to form a first electric field; and passing a first voltage through an optical waveguide having the same magnitude as the first electric field and perpendicular to the first electric field. applying a second voltage between the first and third electrodes to form an electric field of two, the first and third electrodes so that the resultant electric field rotates relative to the optical waveguide. and a step in which the second voltage has a phase difference of 90° and a quarter retardation plate formed in the optical waveguide to adjust the polarization of the optical signal thereto and input to the rotating waveplate region. receiving the output of the signal generator and applying a first output voltage to the first electrode and a second output voltage to the second electrode, the output voltage being 90°; and adjusting the relative magnitudes of the first and second voltages to equalize the magnitudes of the first and second electric fields.
