回主体に軸支した操作レバーとからなる旋回止め
手段を設け、これら両止め手段の各操作レバーは
上記旋回主体の縦軸線上に整合して選択的に上下
揺動可能に配設され、かつ下方操作位置がいずれ
も係止状態となるように設定されたことを特徴と
