通話チャネル数を複数段階に分けて、段階ごとに課金値
を決定する。そして基地局10は、新たな通話要求の生
じた移動機として、移動機14から通話要求が生じたと
きには、現在の通話チャネルの混雑度から換算した課金
値に関する情報を移動機14へ送信する。通話課金に関
する情報を受信した移動機14はユーザに課金値を視覚
的・聴覚的な情報として伝達する。そしてユーザは課金
値から通話要求を継続するか否かを判断してその結果を
移動機14を介して基地局10に伝達する。この課金値
は通話チャネル数が増加するに従って高くなるため、混
雑時にユーザが通話要求を継続するのを抑制することが
